Puerto Rico went through a serious drought that lasted more than expected. The mayor rivers that supplied water to the NE Central areas of the island dropped so low that the AAA executed a rationing of water; the first one since 1994. I remember having to have collected rain water and almost fight people in the local stores for supplies that summer. It was pretty hard adapting to showering with bottled water when they cut off the water for the cycling.
